[Nvda-dev] NVDA official site layout

Hi all,

I have a bit of small suggestions related to the NVDA official site, 
especeally about usage of the landmarks.
1. join the first navigation menu under single "navigation" landmark. 
Currently, we have two lists on top of the page, both are navigational 
ones. Having two navigation landmarks for them seems unreasonable for me 
in terms of landmark usability.
2. The block starting with "Download in other formats:" is present on 
each page and i think it better categorized as "complementary" rather 
than "main".
