Letters are part of error description in Russian.

That is not my system: i've written that it is bug report from one 
person from Russian Community.

Old espeak works, this person now replaced espeak.dll and espeak-data 
with ones from 2009.1 release and espeak loads correctly.

No, espeak failed to start even in the installer.
