I am wondered how you found that page, this is a site we are just creating. it has not announced yet. however, there are two free russian synthesizers on that page, newfon and capitanSynth. they are very synthetic, not natural, but flexible and popular in russian community (and of course sound more russian-like). If you want more natural and human-like voices, take a glance on commercial synthesizers (loquendo tts olga, acapela alyona, elan tts nikolay), or free festival voice called msu_ru_nsh_clunits.
If you will have problems finding that all, ask me privately and if i will able i will help you.
